A Gestão de Helder. A Dívida de R$ 822 Milhões. O Rombo e os Riscos Fiscais

O Diário Oficial desta segunda-feira, 04, publicou portaria informando aquilo que O Antagônico já vem alertando sobre os riscos fiscais na gestão pública do Estado do Pará decorrentes de demandas judiciais capazes de afetar as contas públicas no exercício financeiro vindouro. No que tange às demandas judiciais acompanhadas pela Procuradoria-Geral do Estado, parte considerável das ações está pendente de julgamento final, não tendo ocorrido, ainda, o trânsito em julgado de condenações.

Iniciando pelo levantamento feito junto à Administração Direta, a soma do total das dívidas em processo de reconhecimento do Estado do Pará importou em R$ 822.643.715,04 (oitocentos e vinte e dois milhões, seiscentos e quarenta e três mil, setecentos e quinze reais e quatro centavos). No que tange às dívidas em processo de reconhecimento apuradas junto à Administração Direta já somadas no total acima apontado, destacam-se os processos de valores expressivos, que totalizam R$ 732.853.957,64 (setecentos e trinta e dois milhões, oitocentos e cinquenta e três mil, novecentos e cinquenta e sete reais e sessenta e quatro centavos).

Dentre tais processos expressivos ressalta-se a Ação Civil Pública que versa sobre execução de multa por não demissão de servidores temporários, cujo valor histórico da execução é de R$ 107.631.275,36 (cento e sete milhões, seiscentos e trinta e um mil, duzentos e setenta e cinco reais e trinta e seis centavos). Em relação ao passivo contingente das entidades da Administração Indireta do Estado foram informadas as seguintes demandas judiciais de valor significativo, em fase de execução, e, portanto, compreendidas no conceito de dívidas em processo de reconhecimento.

O IGEPREV arrolou as demandas judiciais em tramitação as quais somam o importe de R$ 154.587.464,38 (cento e cinquenta e quatro milhões, quinhentos e oitenta e sete mil, quatrocentos e sessenta e quatro reais e trinta e oito centavos). As demandas judiciais da EMATER alcançam a quantia de R$ 16.022.863,35 (dezesseis milhões, vinte e dois mil, oitocentos e sessenta e três reais e trinta e cinco centavos).

A FUNTELPA informou passivo contingente no montante de R$ 5.802.240,29 (cinco milhões, oitocentos e dois mil, duzentos e quarenta reais e vinte e nove centavos). Já a COHAB indicou que o passivo contigente em demandas em fase de execução judicial alcançam o valor de R$ 6.629.368,96 (seis milhões, seiscentos e vinte e nove mil, trezentos e sessenta e oito reais e noventa e seis centavos).Também informou demandas judiciais em fase de execução a FASEPA, no importe de R$ 4.387.657,16 (quatro milhões, trezentos e oitenta e sete mil, seiscentos e cinquenta e sete reais e dezesseis centavos).

A UEPA por sua vez apontou o montante de R$ 1.373.805,39 (um milhão, trezentos e setenta e três mil, oitocentos e cinco reais e trinta e nove centavos). Já a FCP indicou o valor de R$ 430.998,35 (quatrocentos e trinta mil, novecentos e noventa e oito reais e trinta e cinco centavos), relativo às ações judiciais em fase executória. Apontaram ainda demandas judiciais em fase de execução a CEASA, no valor total de R$ 2.590.657,04 (dois milhões, quinhentos e noventa mil, seiscentos e cinquenta e sete reais e quatro centavos), e o IMETRO, no importe de R$ 769.932,81 (setecentos e sessenta e nove mil, novecentos e trinta e dois reais e oitenta e um centavos).
